President Trump Usurping Article I of the Constitution

Congress alone has the power to fund or defund government programs, as described in Article I, Section 8 of the US Constitution.

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States

The executive branch, including the president, has neither the responsibility nor the right to alter or refuse funding layed out in law by Congress; and Congress does not have the right or mechanism to transfer that power to the executive branch. Doing so is a direct violation of the text and spirit of the Constitution and a total dismantling of the separation of powers.
